OASIS final RFPs will probably appear at FBO.gov around July 15.
OASIS is an unprecedented opportunity for large and small professional services firms because:
- It is a 10-year, $10 - 12 billion OASIS procurement for any type of professional service.
- Any of the 25,000 federal buyers can use it to avoid the delays and expenses of a public bid.
- Pricing is done at the task order level and contracting officers have the flexibility of using any contract pricing requirement including hourly rates, fixed price, and cost-based pricing.
The downsides of OASIS are (1) qualification requirements are complex, stringent, and difficult to decipher from the RFPs and (2) unlike GSA schedules it is not always open for a bid.
OASIS proposal writing is a complex file manipulation effort requiring great care to ensure full compliance.
