OASIS (One Acquisition Solution for Integrated Services)

Federal Management Consulting and Information Technology Procurement is Finally United in Marriage

For years the federal government has tried to separate consulting from information technology in its multiple award procurement contracts. Finally OASIS (One Acquisition Solution for Integrated Services) has appeared on the horizon of the somewhat parched federal market. OASIS will be a 10-year contract in the $12 billion range or more and include a track for small business participation.

Professional services companies beware. You cannot afford to be shut out of a $12 billion market over 10 years. A major portion of the "new project" professional services/information technology market will be absorbed within OASIS; particularly new solution-based projects to deal with federal budget problems, fraud, abuse, and cost reductions.

OASIS will be a Government-wide Acquisition Contract (GWAC) or similar multiple-agency, multiple-award contract rather than a new GSA schedule. Unlike GSA schedules, the new contract will have a set bidding period rather than be always open for a bid.

The contract will include management and information technology services, logistics, professional engineering services, and financial advice and services.

OASIS will arrive in the second quarter 2013; just as the procurement picture in the federal government becomes clear and the rain begins again. And it may be the ideal vehicle to deal with the government's management and fiscal problems for the next ten years.

Fedmarket will be offering an OASIS Proposal Writing Template as soon as the draft Request for Proposal is issued in the next 2 - 4 weeks.
