Traditionally most GSA schedule proposals (offers) have been submitted in paper form. Gradually GSA has been moving toward electronic submission, and this movement has accelerated during the last few months.

The following table shows that many GSA schedule contracts now require that modifications be submitted through eOffer/Mod, with more to come soon. The table contents are not cast in stone; mandatory electronic submittal requirements are not incorporated in some GSA schedule solicitations, and the requirement may be the prerogative of an individual contracting officer. eOffer/Mod requires that you obtain a digital certificate. The digital certificate acquisition process can be challenging for companies without a strong in-house information technology capability. You may also submit a modification using the digital certificate of an authorized negotiator.
