OASIS SB Requirements and Notes

Prime on 3 projects under the NAICS or PSC code for sub pool.
At least 1 year of performance to date on each of the projects.
Projects must be $150K per year average.

Pool Qualifications: Must have two distinct past performance contracts per each desired pool as a prime contractor with the Federal Government (awarded under the applicable pool NAICS codes). Each contract must be ongoing with base year completed or completed no earlier than Nov 13 2013. Contractor must have received a past performance rating/score of 3.0 or higher for the contract to be considered.

Existing SB eligible contractors are required to submit significantly fewer proposal items and are not competing directly against the open season proposals - so if you are a current OASIS SB holder, you are in a different category for this particular opportunity.

You will be submitting one proposal per sub pool. So instead of one proposal for all Pools you are interested in bidding, you must submit separate proposals for each.

All Pool Qual, Primary & Secondary projects must have been performed by the offeror unless a Meaningful Relationship exists or a CTA (JV partner, First-Tier SB Subcontractor) that is acceptable by the Gov’t for OASIS.

No Pool Qual, Primary or Secondary project maybe be used in more than one Pool proposal.

Questions must be received by May 22nd via OASIS Symphony Online Proposal System (https://oasis.app.cloud.gov)

Questions about Symphony must be submitted by June 17th.

CTA Definition:

  • Can be Prime/Sub, but only first-tier sub
  • Prime/Sub CTA members must be small businesses under the applicable size standard for the SubPool selected.
  • Can submit multiple CTAs for multiple SubPool submissions
  • All members of the Prime/Sub CTA must be 8(a) members themselves
  • If you were an 8(a) that subbed to OASIS SB Pools 1, 3 and 4 with a non-8(a) sub as a team member, will need to submit new proposal in response to this solicitation.

 Existing Partnership / JV:

  • JV or Prime small business contractor must be registered in SAM
  • Each individual team member must submit completes Reps & Certs
  • JV CTA must upload a PDF printout of the SBA Dynamic Small Business Search (DSBS) results associated with the JV’s DUNS number clearly demonstrating the JV is a current participant in the 8(a) program as of the date of the Offeror’s initial offer, including price
  • Prime/Sub CTA must upload a PDF printout of the SBA DSBS results associated with each individual team member’s DUNS number clearly demonstrating that each individual team member is a current participant in the 8(a) program as of the date of the Offeror’s initial offer, including price
  • All members of JV must have acceptable accounting system

JV Past Performance - all individual members must submit at least one Relevant Experience (Primary) Projects outside the JV.

Mentor-Protege JV - if mentor is not a Small Business under the applicable size standard, that Mentor may submit a max of one Pool Qual. project, a max. of 2 Relevant Experience (Primary) Projects, and a max. of 2 Relevant Experience (Secondary) Projects.
