OASIS (U) Pools 1, 3, 4 Requirements 2019

POOL QUALIFICATION

  • You must have THREE projects with one of the NAICS or PSC Codes for the pool you are submitting to.
  • At least 1 year of performance to date on each of the projects.
  • Projects must be $150K per year average.

PRIMARY PROJECTS

  • You must have exactly FIVE projects
  • Each project must have 4 out of 6 core disciplines
  • Annual project value for each Primary Project must be greater than $3M per year
  • Combine annual value of the 5 Primary Projects must be equal to or great than $25M

You will be submitting one proposal per pool. So instead of one proposal for all pools you are interested in bidding, you must submit separate proposals for each.

All Pool Qual, Primary & Secondary projects must have been performed by the offeror unless a Meaningful Relationship exists or a CTA (JV partner, First-Tier SB Subcontractor) that is acceptable by the government for OASIS.

No Pool Qual, Primary or Secondary project maybe be used in more than one Pool proposal.

Relevant Experience (Secondary) Projects Multiple-Award IDIQs or BPAs. There are now 3 different levels of MA-IDIQs/BPAs for secondary projects:

  1. The Offeror, at their discretion, may submit the following Relevant Experience (Secondary) Projects with MA-IDIQ Contracts or MA-BPAs with Task Orders: A combination of 2 to 4 MA-IDIQ contracts or MA-BPAs with 10 distinct Task Order awards and; At least 3 Task Order awards must have been awarded under each MA-IDIQ contract or MA-BPA submitted
  2. The Offeror, at their discretion, may submit: A combination of 5 to 9 MA-IDIQ contracts or MA-BPAs with 25 distinct Task Order awards combined At least 3 Task Orders must have been awarded under each MA-IDIA contract or MA-BPA.
  3. The Offeror, at their discretion, may submit:
    • A combination of 10 or more MA-IDIQ contracts or MA-BPAs with 50 distinct Task Order awards combined.
    • At least 3 Task Orders must have been awarded under each MA-IDIQ contract or MA-BPA.

CTAs (teaming arrangements) have also been clarified:
CAUTION: Offerors may ONLY add team members if the Offeror is a small business concern under the applicable size standard for that Pool, pursuant to section L.5.1.10 of the RFP. If an Offeror is not a small business concern and adds team members and projects performed by those team members, the Offeror is advised that GSA will not consider those projects as part of its offer.

NOTE: Large businesses cannot team. Only small businesses.

The Q&A period is anticipated to be July 29nd, 2019 - August 15th, 2019 via OASIS Symphony Online Proposal System (https://oasis.app.cloud.gov)
