This RFP is limited to eligible 8(a) participants

On January 31, GSA released Amendment 2 extending the due date to March 16, 2020 and further clarifying the decision to allow Joint Ventures (JVs).

• 5 Volumes
• Compensation Plan
• GSA Form 527 (financial form)
• Up to 6 relevant experience projects per pool
• Extra points for special certifications like EVMS, ISO 9001, etc.

Relevant Experience Projects (REPs)

• Must have been performed as a prime contractor
• Must have six REPs
• Can reuse TWO REPs if applying for both pools
• At least 4 of the REPs must be tied to the pool NAICS codes
• REP is one of the following:
• Single contract
• Single task order place under a master contract, BPS or FSS
• A collection of task orders (COTs): maximum of 6 TOs that have been placed under the same master contract, master BPA or FSS
• Has been awarded by an entity outside your corporate structure
• Has not been terminated for cause or default
• You can submit a maximum of TWO COTs and you cannot use any of the task orders in other REPs
• Can be both Federal and non-Federal contracts.

Supporting Documents - Must supply supporting documents for each REP to include:

• Execution
• Award document that is signed by awarding party and dated
• Cannot use FPDS-NG reports, CPARS as supporting documents
• Recency (within the past 5 years)
• Period of Performance (minimum of 3 full months of full and continuous performance)
  • CPARS cannot be used as supporting documents, FPDS-NG form can be used
• Obligated Dollar Amount
  • Minimum value of $25K is required
  • CPARS cannot be used as supporting documents, FPDS-NG form can be used
• Scope
  • SOW, SOO, PWS may be used
• NAICS Code
  • Pool 1: 611430, 611699, 624310
  • Pool 2: 541611, 541612, 541613, 541618, 611710
  • Can use FPDS-NG reports, CPARS as supporting documents
• Past Performance Rating
  • Must have an average score of 3.00
  • Must submit a CPARS if you have one
  • If no CPARS, must submit PPQ
