8(a) STARS III Proposal Requirements

You must have two (2) relevant experience projects under one of the NAICS codes (or commercial work in these same areas) listed below to submit a competitive proposal to the General Services Administration (GSA) in a bid for the 8(a) STARS III GWAC.

The submitted relevant experience projects must meet the following minimum conditions:

  • Each project must have included the performance of the claimed NAICS Code / area of work.
  • Each Relevant Experience Project must be ongoing or have been completed no more than five years prior to the date proposals are due. If the project is ongoing, at least one year of performance must be complete prior to the date proposals are due.
  • No Individual Project Value shall be less than $100,000. Note: Project value for completed projects is determined by the total obligated dollars. Project value for ongoing projects is determined based on the total estimated value (inclusive of all option periods).

Documentation
Copy of Contract Award Form (e.g. SF1449, SF33, GSA Form 300, OF 347, DD 1155, etc.) and Statement of Work (SOW, PWS, SOO) - the Statement of Work from the contract that describes the general scope, nature, complexity, and purpose of the supplies or services the customer acquired under the contract. Only the award form and work scope need to be provided, not the entire contract.

For each Relevant Experience “project” Attachment 5 (Attachment 5 can be found at beta.SAM.gov) and the verifying record (FPDS-NG and/or Award document and Statement of Work) shall be combined as a single document/file and submitted in the portal.

The Government reserves the right to limit its review of relevant experience project submission data to only the information needed to make a determination in regards to the offeror’s relevant experience.

Past Performance
To receive an award, the offeror must demonstrate past performance with a satisfactory or better rating. The burden of providing thorough, organized and complete past performance information rests with the offeror. Failure to submit qualifying past contractual performance information when it exists shall be deemed a material nonconformity and result in the offer being summarily rejected.

The primary NAICS code for the Master Contract is designated as 541512 Computer Systems Design Services. Requirements that align with other IT services NAICS codes are within the scope of the STARS III GWAC. These NAICS codes include, but are not limited to: 541511, 541512, 541513, 541519, 518210.

Performance Areas Include But Not Limited To:

  1. Data Management
  2. Information and Communications Technology
  3. IT Operations and Maintenance
  4. IT Security / IT workforce augmentation
  5. Software Development
  6. Systems Design

Complex or costly presentations are neither required nor desired. The completeness, relevance, clarity and conciseness of the proposal is important, not the length.

An offer must include the following:

  1. A completed, signed and dated SF 33
  2. Offeror’s Information Page (Attachment J-6)
  3. Joint Venture Agreement (JV or MPJV) and/or Subcontractor Letter(s) of Commitment (if applicable)
  4. Mentor-Protege Agreement Approval Letter (if applicable)
  5. Cybersecurity and SCRM Assessment (Attachment J-11 or free form)
  6. Relevant Experience Project Templates (Attachment J-7)) with supporting documentation
  7. Past Performance Assessments (CPARS past performance record or Attachment J-8) for each Relevant Experience Project
  8. Adverse Past Performance Narrative (if applicable)
  9. Price Proposal (Attachment J-9) Responsibility documentation<
