GSA waives a critical rule for innovative IT start-ups.

The government wants to assure access to the latest information technology developments. GSA's long time requirement; 2-years in business to qualify for a information technology (IT) contract, has left the agency in the dust. Enter the "IT-70 Startup Springboard." The 2-year rule has been waived. GSA now allows emerging IT companies to:

  • Use the professional experience of their executives and key personnel as a substitute for having two years of corporate experience;

  • Use the project experience of key personnel as a substitute for having relevant corporate past performance; and

  • Provide financial documentation that demonstrates the company's financial responsibility in lieu of submitting two years of financial statements.

GSA also has a FASt Lane program in place for IT companies that meet the qualifications. FASt Lane has a goal of a 30-day response window versus the 3 - 6 months (best case scenario) wait vendors have had to endure to date. FASt Lane also promises to reduce modifications to GSA's MAS IT schedules to 2 - 3 days.
