OASIS UPDATE 10/1/18:
GSA released OASIS SB Pool 1 Q & A’s on 9/30/18. The Q & A’s state you can bid as a CTA with a first-tier subcontractor and then use that company's projects as pool qualification, primary and secondary projects.

“Relevant experience projects must be as the prime, not as a subcontractor. However, Offerors may propose prime contracts performed by its first tier subcontractors in accordance with Section L.5.1.10.”

Providing a first-tier sub that you partner with (in an official agreement that meets all of their requirements) has prime experience, you may use it.

As we understand it, first-tier would be a subcontractor with whom you already have worked with in the past, which must be outlined in your CTA.

Requirements For detailed Project Requirements - OASIS Pool 1 - Pool Qualification, Primary and Secondary Projects

In order to qualify for the pool, the offeror must have performed two Federal projects as a Federal Prime contractor

  • Under the NAICS or PSC code identified for that pool
  • Within the past 5 years
  • Received a past performance rating of 3 or higher
  • Can be any dollar value project
  • May or may not be the same projects being used for Relevant Experience Projects.
In regards to the Accounting System, the Offeror’s Accounting System must be determined either acceptable/adequate or acceptable with a recommendation that a follow on audit be performed after the OASIS SB MA-IDIQ contract is awarded.

Evaluation Process(a) The OASIS evaluation team will perform a two-step screening process for all offers received. First, the team will verify that a support document exists for all the evaluation criteria in accordance with the Offeror’s proposal checklist submitted in accordance with Section J.4., Attachment (4) and compare it to the Offeror’s Self Scoring Worksheet submitted in accordance with Section J.5.1. Attachment (5A). Any discrepancies will be treated as clarifications.
(b) Once the screening process is complete, the OASIS SB evaluation team will assign a preliminary score in accordance with the evaluation methodology set forth in Section M.
(c) Once the preliminary scoring is complete for all offers, the OASIS evaluation team will sort the offers by highest score to lowest score.
(d) The OASIS SB evaluation team will then verify and validate that the Top 190 awards for OASIS Pool 1 have successfully passed all of the acceptability review requirements in Section M.4. of the solicitation.
