RFP DescriptionNQIIC is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support quality improvement effort across settings and programs to maximize impact to healthcare and value to taxpayers. The IDIQ contract allows for the full spectrum of quality improvement work that is in operation under the current various networks. This work currently includes the QIN-QIO work, the ESRD Network work, and other quality improvement work.

Contract PeriodThe Base Ordering Period is 5 years from the effective date of the IDIQ contract award.  The Government may unilaterally exercise an Optional Ordering Period for an additional 5 years, for a total period of performance of 10 years.

Specific RFP Qualification RequirementsA list of all contracts and/or subcontracts and cooperative agreements for same or similar work (completed and/or currently in progress) within the last five (5) years shall be provided for the prime IDIQ offeror and any proposed subcontractors (those performing at least 25% effort or major aspects of the work).

CMS utilizes the Contractor Past Performance Retrieval System (CPARS) for recording and storing all CMS Contractor performance evaluations. CMS will access the CPARS for all relevant CMS performance history, if available. However, the Offeror must identify for CMS in its written proposal, which evaluations are being referenced for this solicitation.

Performance AreasThe work awarded under this NQIIC contract will involve a broad range of healthcare quality improvement services involving data-driven initiatives to optimize health outcomes for persons and families while supporting clinicians, providers, and communities in improving health and healthcare of the population they serve. Most projects will be large-scale in nature (state, regional, or national level) with others on a smaller scale (community-level).The specific task order topic areas may include, but are not limited to the following:
  • Behavioral Health, including a focus on Opioid Use Reduction
  • Patient Safety/Harm Reduction
  • Care Coordination
  • Nursing Homes/Long-Term Care
  • Chronic Disease Self-Management
  • Clinical Practices Redesign and Transition to Alternative Payment Models (APMs)
