ProTech Requirements Summary for Draft Solicitation

  1. Will need to provide financial statements.
  2. Past Performance:
    • Offerors shall submit past performance information for up to eight (8) contracts (no fewer than three for the Prime or Joint Venture and/or partners of the Joint Venture) having performance within the past eight years of the proposal due date, which are relevant to the PWS elements required by this solicitation. Offerors may not submit Base IDIQ Contracts or Blanket Purchase Agreement (BPA) References within this Volume; however, Offerors may submit Task Orders awarded under an IDIQ or BPA Contract. If Offerors submit Base IDIQ or BPA references, NOAA will not evaluate these references. Past performance information may be submitted for performance by a proposed subcontractor.
    • Recent past performance is hereby defined as a project for which its period of performance is ongoing or ended within the past eight (8) years of the proposal due date.
    • Relevant past performance is hereby defined as experience on a project that a) is greater than, or similar in size, to current ProTech Oceans task orders, and b) meets the requirements of an element of the PWS (paragraphs C.3.1 to C.3.5 of the PWS). Oceans Domain Task Orders range in size between $50,000 and $150,000,000.
    • The Offeror proposing as a Prime may include past performance information for contracts in which they performed as a subcontractor which are relevant to this solicitation.
    • The Offeror proposing as a Prime may include past performance information for contracts in which they performed as a subcontractor which are relevant to this solicitation. In selecting past performance examples, the Offerors should bear in mind the Government will evaluate the extent to which the past performance examples performed are relevant to the PWS elements of this solicitation.
    • Past performance information may be submitted for performance by a proposed subcontractor that would perform major or critical aspects of the requirement. Data concerning the Prime Offeror shall be provided first, followed by each proposed subcontractor/team member, alphabetically.
    • Joint Ventures shall submit past performance information for the JV and/or each partner to the JV, if necessary.
