EIS is a consolidated requirement, and for small business teams competing for consolidated requirements SBA provides relaxed affiliation rules that enable small business team members to maintain their small business status.
A joint venture or teaming arrangement of two or more business concerns may submit an offer as a small business without regard to affiliation as long as each concern is small under the size standard corresponding to the NAICS code 517110 (1,500 employees).
