Ed is the founder and owner of the Financial Management Institute (FMI), a management consulting firm specializing in procurement, finance, public policy, forensic accounting, and litigation support. He established this firm in 1991 after completing a Federal career of more than 32 years. FMI's client service includes acquisition support service, expert witness and forensic accounting service, and "trouble shooting" client problems with Federal agencies. Typical engagements include:
- Forensic accounting and litigation support service to Department of Justice and several law firms.
- Consultation to one of the major general contractor construction firms in the greater Washington area.
- Consultation to a major municipal airport authority in the Southeast.
- Economic damage calculations for contract disputes and claims.
- Consultation and assistance in qui tam cases.
- Research on administrative and legislative issues for a leading training firm.
- Writing and editing technical publications on Federal acquisition issues for a leading publishing firm.
Ed has over 50 years experience in such diverse areas as financial management, acquisition, auditing, logistics, human resources development, and public policy. He gained this experience beginning in 1955, when he started working for a local CPA firm in his native Pittsburgh. He's worked in the private sector for CPA firms; and in the public sector for the U.S. Government Accountability Office (GAO), the Defense Contract Audit Agency (DCAA), the Naval Audit Service, and the Office of Personnel Management (OPM).
Ed obtained a Bachelor of Science in Business Administration (Accounting) degree from Duquesne University in Pittsburgh. He is a Certified Public Accountant (CPA), a Certified Fraud Examiner (CFE), a Certified Government Financial Manager (CGFM), and a Certified Professional Contracts Manager (CPCM).
