In the race to win government contracts, a GSA Schedule holder has an advantage. GSA contracts are the only effective way for companies new to the market to compete for federal prime contracts.
- GSA Schedules are multiple award contracts that provide the vendors with federally-approved price lists. Both vendors and federal buyers have made using Schedules contracts the preferred way to conduct government business.
- The Schedules program is open to all businesses, from small to large, and the program is fairly comprehensive.
- Furthermore, a company's GSA Schedule proposal can be submitted to GSA at any time (unlike other multiple award schedules that can be submitted during a prescribed period of time).

The Logistics: To become a GSA Schedule contractor, a vendor must first submit an offer in response to the applicable GSA Schedule solicitation. The GSA proposal document you must submit for approval is a lengthy and complicated document; you can see for yourself by visiting the GSA.gov site and downloading the schedule that fits your business.

The GSA Proposal Preparation eLab ("GSA eLab") is a three-day event held monthly in Bethesda, Maryland. Fedmarket.com developed the GSA eLab for those individuals who have been given the daunting responsibility for preparing their company's General Services Administration (GSA) offer. Our instructors will walk attendees through the offer preparation process and assist them in leaving the eLab with a completed GSA proposal.
Participants gain hands-on experience with the workings of GSA schedules. This experience is invaluable for:
- Negotiating with GSA concerning prices and terms and conditions.
- Managing and administering schedules, paying Industrial Funding Fee, and selling using schedules.
The eLab includes two one hour presentations as follows:

The GSA eLab works as follows:
- Upon completion of your GSA eLab registration, Fedmarket.com will send each registrant explicit, detailed guidelines outlining the corporate data each registrant should gather in advance and bring to the GSA eLab sessions.
- In the event that you have questions concerning the outline or guidelines discussed above, you may contact Fedmarket's GSA consultants by telephone and we will work closely with you to address any issues you have.
- Upon arriving at the GSA eLab, each attendee will be directed to his or her own desktop computer. You will use the same computer for the duration of the three-day event. All of your corporate data may be stored on that computer and you alone will have access to that data. At the conclusion of the event, your work product will be made available to you for transport back to your office. All corporate data and your corporate offer will thereafter be deleted.
- Attendees will be given detailed instructions on preparing a GSA offer. Among other learning tools, attendees will be given detailed templates, examples and case studies to assist in the offer's preparation.
- After the instructional presentations, our instructors will walk attendees through a work session during which you will actually prepare your corporate GSA offer on our computers.
- Telephones will be available for attendees to call their corporate offices for additional corporate experience and financial data, as needed.
- Our instructors will review and critique attendee's proposals during the afternoon of third day of the event.
- At the conclusion of the event, attendees will download their GSA proposal to a key drive for transport back to their offices.

Expectations
The GSA eLab is not a seminar, a course, or a workshop. Rather, our experienced GSA consultants will lead attendees through a hands-on working event, the result of which will be that a significant portion, if not all, of your company's GSA offer will be completed by the conclusion of the event.
Each attendee's progress on his or her corporation's offer will largely depend on, among other factors,(i) the quality and completeness of the corporate data brought to the event (or obtained by telephone and email from the home office during the event), (ii) the Microsoft Word skills of the attendee, and (iii) the experience level of the attendee.
Who Should Attend
Companies committed to preparing a GSA schedule offer should consider sending one of the following to our event:
- The small business owner or the principal of the company
- A company's government contract administrator
- Your corporate Chief Financial Officer or senior accountant
- The person in your company given the responsibility for preparing your GSA offer

- Detailed descriptions of your corporation's experience and expertise
- Summaries of your corporate management and their experience
- Other administrative data (all of which will be further described in the outline or guidelines provided in advance to registrants)

Other Considerations
Knowledge of the GSA Solicitation document and GSA pricing policies and evaluation procedures is not required because of the intuitive approach used to create and assemble a GSA proposal.
Multiple Offers: Companies seeking two schedule contracts may attempt to complete two proposals in a single eLab. Each proposal will require an individual registration fee and two computers with the appropriate instructional files will be made available. We suggest that anyone preparing two proposals either send an experienced government proposal writer or more than one person.
Meals: A continental breakfast and lunch will be served daily as part of the event fee.
Consulting: Consulting assistance will be available following the event and will be charged to past attendees at an hourly rate.
Cancellations & Rescheduling
Requests to cancel one’s attendance at a seminar or to reschedule to a future seminar date must be received fourteen (14) calendar days prior to the registrant’s seminar date. Provided the request to cancel is received with fourteen (14) calendar days’ advance notice, your registration fee will be refunded less a $1,000 nonrefundable processing fee. Provided the request to reschedule to a future seminar date is received with fourteen (14) days’ advance notice, you will be rescheduled to a future seminar date provided that you pay the $1,000.00 rescheduling fee. Note that the $1,000.00 fee is higher than our normal cancellation fee because registrants receive valuable information, in advance, regarding GSA Schedules and the preparation of offers. Any cancellations or requests for rescheduling received within thirteen (13) days of the scheduled seminar date will result in forfeiture of the entire seminar fee. All payments must be received prior to the seminar date. Registrants who fail to show for a scheduled seminar will not receive any refunds whatsoever.
