Recommendations to Congress on Opening the Federal Market

The following recommendations for opening the federal market were made in the book Rolling the Dice in DC. Detailed information about each recommendation is presented in the book.

  1. Congress should act immediately to fund more contracting officer positions throughout the government.

  2. Public bids should carry the following Warning Label.

    “This procurement is open to all responsible and qualified companies. Companies inexperienced with public bidding in the federal market should understand that many companies may have already met with federal personnel making this procurement and have presented their solutions in one-on-one meetings. Early communications between companies and purchasers are not only permissible under federal acquisition regulations, but encouraged.”

  3. Alaskan Native Corporation legislation should be repealed.

  4. Congress should start with a fresh slate and write one comprehensive procurement law.

  5. New vendor self certification requirements should be implemented to eliminate red tape.

  6. The General Service Administration’s central role in federal procurement should be reinstated.

  7. Government-wide Acquisition Contracts should be phased out and a new multi-vendor contract for products should be implemented by GSA.

  8. Vendor fees for multi-vendor contracts should be eliminated.

  9. New legislation that redefines service contracting consistent with reality should be implemented.

  10. Small business preference programs should be consolidated and simplified.
