TACCOM II Proposal Requirements

TACCOM II Qualification Requirements (based on draft L & M)
  • There is an unrestricted track for "Equipment" and a small business track and an unrestricted track for 'Services' categories (TC1 and TC2).
  • NAICS Codes that apply & that must be on SAM registration:
    Equipment - 334220 (max. of 37 awards)
    1. Radio & Accessories - 13 unrestricted
    2. Infrastructure - 9 unrestricted
    3. High Frequency - 5 unrestricted
    4. Maritime -  5 unrestricted
    5. Satellite - 5 unrestricted
    Services - 541330  (max. of 28 awards)
    1. Radio - 3 small business, 3 unrestricted
    2. O&M Services - 3 small business, 3 unrestricted
    3. Engineering - 3 small business, 3 unrestricted
    4. General - 4 small business, 6 unrestricted
  • If you want to bid both categories (TC1 and TC2), you must submit two proposals.
Proposal Contents:
  • 3 volumes - General, Relevant Experience & Past Performance, Price
  • Relevant Experience section includes providing contract award documents, schedule, SOW, FPDS verification, PPIRS or PPQ.
  • Max. of 3 PPQs per technical category
  • Pricing includes sample order, discount table, published catalog (for equipment only), LCAT Map (for services only)
  • Small Business Subcontracting Plan required for unrestricted track 
Past Performance Requirements:
  • Single contract; or single task or delivery order awarded under a MAC; or single task or delivery order award under a master Single Award IDIQ contract; or single delivery/task order placed under a Federal Supply Schedule contract; or single task or delivery order placed under a multiple award BPA; or single task or delivery order placed under a master single award BPA
  • You can use a collection of orders placed under a single-award or multiple award IDIQ/BPA
  • Period of performance - a completion date of June 30, 2014 or later
  • Must be work performed as a prime contractor
  • Minimum value of contract = $150,000
  • Can score more points if value of contract is higher. Over $10M you get maximum points
  • Better CPARS ratings gets you more points
  • If you have a project with multiple task orders, you get extra points.
