SETI RFP Requirements

Past Performance Requirements:

1. Must have CPARS or get PPQ filled out
2. Can only have a maximum of 3 contracts.
3. Similar projects include the following:
• Active within the last 3 years from date of solicitation
• In excess of $3M for restricted category / $15M for unrestricted. If your projects are LESS than these amounts, you are allowed to justify the relevancy to the government and use those projects anyway.
• Projects that engineered, implemented and tested a solution
• Efforts that delivered or provided an innovative solution
• Projects that delivered innovative technical solutions designed to deliver new or enhanced technologies and services faster and more efficiently
• Technology adoption/enterprise deployment with quantifiable success/improvement metrics. You will need to include a copy of the most recent ISR from eSRS if your reference required the submission of the ISR.
• Can include performance recognition documents received within the last 3 years such as awards, award fee determinations, customer letters of commendation.
4. You may submit past performance information from a subcontractor, but at least 2 of the references must be from the Prime.
5. Individual task orders under an IDIQ Contract are each considered to be one past/present performance effort.

NOTE: PPQs or CPARS must be submitted WITHIN the proposal. NOT sent separately!

Facility Clearance:

1. If you are bidding as a LARGE BUSINESS (unrestricted) you must have a Secret Facility Site Clearance.
