APS Proposal Requirements

APS Bid Opportunity

• 12 contracts to be awarded
• 3 reserved for each of the following categories: HUBZone, Woman-Owned and SDVOSB
• Can bid in more than 1 category.

REQUIREMENTS:

• Must have Secret Facility Clearance at time proposal is due
• Must bid in at least 1 of 7 task area categories:
  • Task Area 1: Acquisition and Contract Management Support
  • Task Area 2: Asset Management Support
  • Task Area 3: Continuity Management Support
  • Task Area 4: Directorate Security Support
  • Task Area 5: Financial Management Support
  • Task Area 6: Information Resources Support
  • Task Area 7: Program Management Support
• Required Key Personnel w/ Resume: Contractor Program Manager for the IDIQ Contract
• Team Arrangements - can be JV or subs
• Maximum of 3 past performance references with PPQs or CPARS included in the proposal
• Can use contracts where work was done as a subcontractor
• Can use subcontractor past performance (1 of the 3 contracts can be from a sub), but will need consent letter
• Requires a Management response and a limited Technical response.

EVALUATION

• Evaluation is Price first, then technical/management, then past performance.
• 4 lowest priced in each of the categories (HUBZone, Woman-Owned, SDVOSB and SB) will automatically go to 'step 2.'
• You can still win an award without being one of the lowest-priced
• Technical/Management is a 'pass/fail' item
• No past performance will get you a neutral rating.
