Angela Pak Bio

Angela Pak is a Senior Consultant with Fedmarket. Ms. Pak's area of concentration pertains to all aspects of GSA schedules, including but not limited to assisting companies to obtain award of a schedule and to modify and renew existing schedules. She also provides guidance to companies regarding Small Business Administration preference programs, such as Women-Owned Small Business (WOSB), 8(a), Veteran-Owned, Service Disabled Veteran-Owned, and HUBZone.

Having served as Counsel for federal government contractors, Ms. Pak possesses extensive experience in Federal government contracting . Ms. Pak has intimate knowledge of the woman-owned small business program having followed the program for years as a practitioner and also as a woman-owned small business owner herself. Specifically, Ms. Pak is knowledgeable about every aspect of the WOSB Program including:

  • The previous Administration's implementation of the 8(m) Program and its strengths and weaknesses
  • SBA's development of the new WOSB Program including draft regulations, regulation comments, and final regulations
  • The strengths and weaknesses of the WOSB Program
  • Rule of two contract award criteria
  • NAICS qualification criteria
  • WOSB certification requirements
  • EDWOSB certification requirements
  • Audit requirements to verify certification
  • Current status of WOSB Program at SBA
  • Selling WOSB companies to federal contracting officers

Ms. Pak also possesses substantial experience in negotiating and drafting teaming agreements, subcontracting agreements, and all administrative aspects of government contracting. Ms. Pak received her Juris Doctor from the University of Maryland School of Law and a Bachelor of Arts from Boston University.
