Small Businesses Are Salivating over Alliant Small Business

Small information technology service companies are showing an intense interest in the General Services Administration's (GSA) Alliant Small Business procurement. GSA plans to spend $15 billion dollars through Alliant Small Business over a period of the next ten years. Proposals are due November 17, 2006. The government's $15 billion projection, coupled with GSA's focus on sending more dollars to small businesses, has created a furor in the industry.
Small businesses face a difficult decision as to whether to prepare a proposal in response to the Alliant Small Business Request for Proposal (RFP). The decision will be difficult for the three reasons that follow:
1. GSA plans to make approximately forty awards of Alliant contracts. Only small businesses with annual revenues in excess of $15 million will have a reasonable chance of receiving an award because of the wide scope of work requirements.
2. The RFP requires that the applicant has "secret facility clearance granted within the past 3 years (active/or inactive) by the Defense Industrial Security Clearance Office (DISCO)."
3. The RFP demands that the applicant has an accounting system approved by Defense Contract Audit Agency/Defense Contract Management Agency (DCAA/DCMA).
In spite of the rigorous Alliant requirements, everyone wants a piece of this pie and small businesses across the county are chomping at the bit to prepare a proposal.
The past performance, secure facility, and accounting system requirements are too stringent for most small businesses, except those currently doing Department of Defense business. Only the past performance of small business team members in a joint venture will be evaluated; large business team member qualifications will not be considered in proposal evaluation. Any one of the team members can satisfy the secure facility and accounting system requirements.
