Small Businesses Are Salivating over Alliant Small Business
By Richard White

Small information technology service companies are showing an intense interest in the General Services Administration's (GSA) Alliant Small Business procurement. GSA plans to spend $15 billion dollars through Alliant Small Business over a period of the next ten years. Proposals are due November 17, 2006. The government's $15 billion projection, coupled with GSA's focus on sending more dollars to small businesses, has created a furor in the industry.

Small businesses face a difficult decision as to whether to prepare a proposal in response to the Alliant Small Business Request for Proposal (RFP). The decision will be difficult for the three reasons that follow:

1. GSA plans to make approximately forty awards of Alliant contracts. Only small businesses with annual revenues in excess of $15 million will have a reasonable chance of receiving an award because of the wide scope of work requirements.

2. The RFP requires that the applicant has "secret facility clearance granted within the past 3 years (active/or inactive) by the Defense Industrial Security Clearance Office (DISCO)."

3. The RFP demands that the applicant has an accounting system approved by Defense Contract Audit Agency/Defense Contract Management Agency (DCAA/DCMA).

In spite of the rigorous Alliant requirements, everyone wants a piece of this pie and small businesses across the county are chomping at the bit to prepare a proposal.

The past performance, secure facility, and accounting system requirements are too stringent for most small businesses, except those currently doing Department of Defense business. The only practical solution for most small businesses is to become part of a formal joint venture. Only the past performance of small business team members in a joint venture will be evaluated; large business team member qualifications will not be considered in proposal evaluation. Any one of the team members can satisfy the secure facility and accounting system requirements.

Alliant Small Business is one of the most significant small business procurements in the history of the federal government.

GSA plans to spend $15 billion dollars through Alliant Small Business over five years. This large amount, coupled with the Administration's focus on more dollars for small businesses has created a furor in the industry. Vendors across the county are chomping at the bit to prepare a proposal. This is a phenomenal opportunity for a small Information Technology (IT) company.

For small businesses the decision to prepare a proposal in response to the Alliant Small Business Request for Proposal (RFP) can be costly and time consuming.

Save thousands of dollars in costs associated with writing a proposal in response to the Alliant Small Business procurement.

Fedmarket.com has developed an innovative, new product that will help companies save substantial sums of money. Fedmarket is offering its Alliant Small Business Basic Contract Plan. We have created model text that will assist companies in preparing their Alliant Small Business Basic Contract Plan. The model text was developed Richard White using CRMFederal, Fedmarket's proposal-writing software. Mr. White is CEO of Fedmarket.com and the author of CRMFederal.

The Basic Contract Plan model text, provided in Word format, is designed to be refined and modified by companies submitting a proposal in response to the Alliant Small Business Procurement. Customers using the product may add company-specific information or text to the model plan in order to make the Basic Contract Plan specific to each company's qualifications and experience. The model plan provided is approximately 25 pages. Once a user has refined or slightly modified the model text, it will have a completed Basic Contract Plan that is within the 30-page limit specified in the Alliant Request for Proposal. Fedmarket's Alliant Small Business Basic Contract Plan product can save customers person weeks in time spent on the project thereby freeing your staff up to spend more time refining other parts of your Alliant proposal.
